No 5V Standby rail

Hi everyone. I have an XBox one with no 5v standby rail. It fluctuates between 1.3v and 1.5v. I have injected voltage and nothing is getting hot. I have changed U4B4 and U4B3, this made no difference.

Can anyone offer any ideas?
