PS2 Slimline SPCH-70012 won't power on.

I have already repaired the broken solder points and verified power coming in at 8.5v. Tested power button board on working console and confirmed its working. Power detected at pins of the power button board ribbon cable port. I'm unsure of how to apply a schematic to identify which parts I am looking at on the board and vice versa. If anyone is able to read schematic diagrams and can help me identify what voltages I should be expecting .
