I want to preface this by saying that I don't really know. So you should probably ignore me, and in turn I should not speak and breath ignorance into life....but with that said.
I would say it never hurts (except when it does of course) to open it up and give it a good clean. 90% and up isopropyl alcohol is your friend. May a tooth brush be your sword and cotton swab you lance against the forces of dirt and grime.
Now, if you don't want to open it up and do battle with the dust bunnies inside, you can just use some compressed air, BUT a word of caution. When your spraying inside closed electronics with compressed air all you are doing is sending dirt flying elsewhere to cause havoc. I would always advise, if you have the time, patience, and temperament, to open up the console and clean it properly.
If this don't work you may want to look at resetting your PS4 to factory default, this will erase all your data however, so you probably want to leave that process to the very end, or till you get some more insight by more qualified fix-it-ers than I. Wishing you the very best of luck.
