My dishwasher is stuck in a constant cycle of filling and draining.

I have a Bosch model SHE3ARF2UC/21 dishwasher. It gets stuck in a drain and fill cycle where it will start to drain a bit, stop, fill, drain a bit and keep going like that. If I manually turn off the hot water it will drain like it's supposed to and then work normally (assuming I turn the water back on) until it needs to go through another drain cycle and then get stuck again unless I turn off the water. I pulled off the kickplate and there is no water leaking underneath.
