All 4 PS3 CECHA USB ports not functioning.

I got a backwards compatible PS3 a while ago, and the 4 USB controller ports have never worked, I've tried some low-level fixes but I've come to the conclusion that it's an issue that requires me to disassemble the system, so I did. I'm not in the know-how about hardware but from some research I have noticed a couple things that could be causing the issues. I've attached some images of the motherboard and the potential problem areas, and I'm willing to show more. Thanks in advance for any help that I can get.
