Desktop shows blinking screen and does not boot
When turned on it does not boot and has small disk in the driver, probably boots from it

@talibhassan explain this "has small disk in the driver" a bit better. Also verify for us that your computer is a T180.
You have not told us if this computer has worked for you before and if anything happened to it. The more details you can give the better your chance of getting good answers.
The very first thing you would want to do is to try and access the BIOS. There you want to check the boot order and if there is a boot device found. You could always try a bootable USB drive and set the boot order to USB. See if that boots up.
To enter the BIOS you will need to pess the Power key to power on the system. As soon as the first logo screen appears, immediately press the F2 key to enter the BIOS.
It does sound like your computer can't find the OS which could be HDD failure, but you need to see in the BIOS if it is found.
