After I power it on on 40 percent it keeps crashing and doesnt open up

After i power it on at 40 percent it constanlty crashes and wontcharge it or turn on at charging. What is the solution.

Options

remove the battery, connect the charger and power it on.

If it runs fine, you have a battery problem. If not you have a charger problem.
