The phone is locked to the ethio telecom mobile phone service.
TO get it to work you either need to contact the ethio telecom customer service centre and ask for the unlock code that you need to enter into the phone to unlock it so that it will work with any mobile service provider or search online for how to unlock the phone.
The alternative is to use the ethio telecom mobile phone service as your service provider and get a SIM card from them to insert in the phone.

Don't work safaricom
If your phone is locked to another service provider then you need to get it unlocked first before it will work with safaricom.

The phone may be network locked to another service provider.
If you know which service provider it is, then contact them or go to their website to see how to unlock your phone so that is will work with SIM cards from other service providers
