Solenoid Pump Stops Running

I took apart the Steam Mop. The steam heating elements works fine, so I disconnected it from the circuit. There is an issues with the solenoid pump. It begins running great then suddenly stops working. I can get it to restart and work again for the short period as long as I fully disconnect the Power supply. If I turn it off with the buttons then it doesn't restart again correctly when I power it on.

It almost seems like a capacitor might be causing an issues? Something that fills up then doesn't operate correctly.
