Power steering pressure line busted

So I got the new hose and the bottom part that goes in behind the pulley at the power steering pump is stiff The nut won't spin at all is that supposed to be that way? I would have thought it would have movement like the top side so I can at least finger tighten it on before I got my crows foot up in there to tighten it all the way I'm really not trying to pull the pulley off so I'm just wondering if I have a defective hose or if the nut on the bottom is supposed to be stiff like that.
