My laptop shuts down when one of the batteries is exhausted

when one of the batteries runs out of charge, my laptop shuts down immediately, even though the other battery is still fully charged.

If you remove the battery that runs out of charge, leaving only the other battery in the laptop, will the laptop turn on and use the other battery? Or will it refuse to turn on?

Other question: are the batteries interchangeable and if so, try swapping places between then and see what happens.
