set up problems on iPhone 3GS

I bought an iPhone3GS and when turning on set up language then country but can get no further.

I try to connect to my WiFi but keeps telling me it can't. Try to connect through iTunes and it tells me I have the wrong sim.

Any cures or have I been sold a duff phone?

I have established that it is using firmware 6.1.6
