I forgot my password to my phone, I have tried the android device manager and tried old new and very unusual passwords I cannot remember it at all. I am dreading to factory reset it.. I have contacts, pictures, passwords, and some very important information.. how much would this cost?

Precaution: You should make sure that you have set and signed up Google account before your phone was locked and you should remember the password of the Google account.
Step 1 Input any password arbitrary and the system will alert you that you have typed the wrong password for 5 times. Try it again 30 seconds latter.
Step 2 At this moment, you will see "Forgotten the password" on the lower left corner of the unlock interface. Input the Google account and the password and you can have your phone unlocked.
Note: You should make sure the phone is connected to the Internet, or you are not able to log in Google account and remove the pattern lock.

Sadly I do think know how to go to the backup password option or it just doesn't have it.. because either tells me to wait the 30 Seco ds and try again

I wouldn't know how much it would cost for someone to recover the data on a phone. That will be up to the shop that offers this kind of service as the price varies significantly.
If you can get a custom recovery flashed onto the phone successfully and boot it then you may be able to actually create a backup of the phone's data and then access the saved backup from the computer. Usually with this backup dumps I'm able to transfer photos, music, downloaded files, documents and with contacts they in a single file which is unreadable but should work when you copy it into another phone (I'm not really sure how this is done but you can search on google on how to do this).
But if you are not confident in doing this stuff and you want the least risk of losing data then you should take it to a shop that is experienced in this kind of stuff.

if you did u have to turn of your phone like completly and then press and hold the turn on button,sound button, and the bottom button (home button) this should bring u to like a script area and u click the sound button(bottom one) and hover over the clear data(something like that) and press turn on button then scroll down to where it says yes and it clears ur data no password u can start new
