When I make a call, I can barely hear the other person but they can hear me clearly. The sound seems to be working fine on games, internet, etc. I have checked all the settings and volume is turned up as far as it can go.

Try using the earphones with the microphone attachment when you make or receive a call.
If you can hear the other person 'normally' and can adjust the volume accordingly, then the problem is most likely that the phone's receiver is either faulty or has a faulty connection.
If there is no difference and you can still barely hear them, and given that you say that the volume is OK and hopefully adjustable when using the 'loudspeaker' on games etc (this proves the phone's amplification circuits), then it appears that there is a problem with the voice reception circuitry
Note : the loudspeaker is different to the receiver.

Hi, Firstly, how long have you had the phone? When trying to find info on how to replace the receiver I noticed that it seems to be a recent model. If this is correct, verify that the warranty period for your phone is still valid. Most manufacturers have a 12 month warranty on their product. If yours is still within the warranty period, consult the warranty documentation that came with the phone as to what you have to do to claim a warranty repair or replacement. If you decide to take this option, back up your phone first using the phone's backup feature, so that you can restore the phone (using the phone's restore feature) to the way it was before you either get it repaired or replaced with a similar model. You never know in the repairing your data may be lost. You may also wish to factory reset your phone just before you get it repaired or replaced (and after you have backed it up) to protect your privacy. A factory reset will erase all your data from the phone. it will be like when you first bought it, except for the receiver problem of course. Just a thought.
If it is no longer within the warranty period on most phones receivers can be replaced. (as can been seen on this Ifixit link - pick a model -the receivers are accessible -unfortunately your model is not shown though. Getting parts, if that is the case with your phone, may prove to be the problem rather than the repair itself ZTE Phone

Dear Sandy, my ZTE phone is a Telstra product supplied with my bundle.
On A previous occasions when I've had a problem with the unit, Telstra has replaced it because my contract bundle is still current, I guess as with most things these days are not economically repairable.
Try Telstra, good luck.
