Green lines appear quickly and device restart

I had this problem a while ago and i live with it. Problem some and dissappear.

I chanhe the software and the same problem appeared. I install the stock Rom and problem did not disappear. I tried other Android roms and same problem. Most of the time problem appeard when battery is low. Most of the time when problem happens my device restart.

Options

Your batery may not be providing enough voltage. Try plugging it into a wall charger, with the battery out. Does it do the same?

Edit: I dont see the restart happening.

Before i record the video device restarted twice(sometimes it doesn't restart) . As well as for plugin the charger i can't tell now, i will check more than once. Also how can i be sure if the battery does not provide enough voltage?

use a multimeter if you have one, if not then try something else
