Does the phone show that it is charging when you connect the charger?
If not it may be that the battery has been depleted beyond recovery after so long a time and will have to be replaced.
Replacement batteries are available online. Just search for BL-L4A battery to get results for suppliers.

Once you have a new battery installed, connect the charger and check if the battery starts to charge.
Allow it to fully charge before attempting to turn on the phone.
If it doesn’t start try resetting the phone and check if this works.
Be aware that you will lose all your data etc in the phone if you reset it.
Here’s how to do this.
Press and hold the Volume down and Power buttons at the same time until you feel a vibration (about 10 to 15 seconds).
When you feel the vibration, release the buttons, and then immediately press and hold the Volume down button until you see a large exclamation mark.
Once the exclamation mark appears, press the following four buttons in this order: Volume up, Volume down, Power, Volume down. Your phone should now reset and restart itself. (It might take a while for the reset to finish.)
