Check what happens when you press Ctrl + Alt + Del keys (all 3) together, is there any response at all?
It may be that you will have to disconnect the charger if connected and then disconnect the battery from the laptop as it is not responding to the power button or the other keys.
Here’s the maintenance and service guide for the laptop, taken from this website
Go to p.37 to view the necessary pre-requisite steps and then the procedure to remove the battery.
Once the battery has been removed and the laptop is off, press and hold the laptop power button for 30 seconds to dissipate any residual power from the laptop. This will restore the BIOS to its default settings in case they were corrupted for whatever reason.
After this reconnect the battery, reassemble the laptop and then connect the charger and turn it on and check what happens.
Be careful when working inside a laptop don’t slip when using tools etc. There is always power available at various points on the motherboard even when the laptop is off. The power button is not a power isolating button. It merely signals the BIOS on the motherboard.

Have you tried holding the power button >5 seconds to make sure that the laptop is off and not hibernating or in sleep mode and then try starting it again?
What indications do you get on the laptop when you just connect the charger to it, e.g. charging light, none etc?

@jayeff I've tried holding the power button down many times. The system is on because my keypad lights are still on, my charging light is still on even when I unplug the power and I can hear the sound of the system running

It's how long you hold it that might make the difference.
You should be able to force stop a laptop by holding the power button until it turns off completely. Usually this takes >5 seconds
Also could you please verify the model number as cs-004nia shows no results Is it a 15- cs-04xxx perhaps?

@jayeff I've held the power button down for like 2 minutes and it still didn't go off. Oh sorry about that its an HP pavilion
