Fix for red exclamation mark in red circle

I got an Apple Watch off of eBay for $27. It had this problem in the listing, so no scam here. I thought I could hard reset it like on the Apple website. It didn’t work. Any solutions?

If these steps do not help, it's always a software issue where it can't be fixed without sending it in.

The above article is meant for passcode issues, but it often helps with bad software issues.

Unfortunatly, the watch does not get to the passcode screen. I took it to the Apple store, but they could not help.
