NFC working with 3rd party apps but apple pay does not work?

as the title states

i have bought NFC tags and they scan well with the 12 but apple pay does not work

i have tried factory reset device with 3utools

i have tried to reconnect the nfc flex thats located right of the camera

i have tried updating the device

i have tried readding the cards to apple pay

i dont think i would need to replace the flex for the phone as the 3rd party NFC does come up. ? so im quite confused at this point.

yes the card is added and is visible when you double click side button
