Could iOS 16 developer mode be interfering with True Tone fix

Hi, I’ve just been reading about a developer option toggle introduced in iOS 16 in stop people “inadvertently” installing bad apps.. is it possible that this option when not enabled is blocking True Tone fix attempts, and other associated programming repairs? Seems to be a lot of issues with these not working on iPhones x-11 that I’m aware of, I have no idea when it comes to this type of thing but it seems to coincide with issues I’m having concerning implementing these fixes, and other issues when iOS 16.5.1 was installed /:
