If you enable your phone hotspot while in the same room as the TV, does the TV detect that network? Do check your phone settings to make sure that the hotspot is not "hidden".
I have the same issue with my LG. It doesn't detect routers and hotspot devices. And to crown it all it keeps turning off ater almost twenty minutes working.

Does it "see" other WiFi networks OK?
Have you checked that the router's WiFi is turned on if it isn't a dedicated WiFi only router but is a dual Ethernet/WiFi router?
