need to know if emerson CoughAssist can be used on a 3 year old.

According to the CoughAssist User Guide, "Federal Law (USA) restricts this device to use by, or at the direction of a physician."
Getting a unqualified person's opinion may not be the safest course of action to take. Perhaps contact a medical helpline in your location and ask them.
