Can you hear the HDD spinning when the power is connected to it?

If you can hear it spinning, what computer or device is the HDD connected to?

If a computer, what Operating System is installed

Have you verified that there's 12V DC (yellow wire connected to HDD's power port) being supplied to the HDD?
