Check if you are blocked by the recipient. Second try restarting your phone or checking for updates.

What is the model number of the phone?
Could you send messages OK before and not now or could you never send messages?
Can you receive messages OK?
Do you mean SMS messages (text only) or MMS messages (text with pictures/video) or both?
