I tried the sound reset procedure. I thought it work for short time but the problem returned.
Tried using just TV speakers, the problem was slightly different, the sound was loud, then very faint.
I unplugged power cords for 10 minutes. Plugged the Tv directly into the outlet, took it off the surge protector. Same problem returned.

What are the model numbers of the TV and the soundbar?
How is the soundbar connected to the TV?
If by HDMI cable and it is connected to the HDMI-CEC input (if there is one) try enabling Anynet+ in the TV settings. Go to Settings (All Settings) → General (Connection) → External Device Manager → Anynet+
Also when using the TV speakers check the TV settings for an Auto Volume setting and disable it. Go to Menu → Sound → Expert settings → Auto Volume and select Off
