There is a slim chance that the port on the MB is bad, but that is still very low.  Also, are you replacing the LCD screen, what sits on the metal panel, or are you replacing the digitalizer, which is the actual glass?

Touch issues are related to the digitalizer.

Try a more reliable dealer such as Amazon or here at iFixit.  eBay can be good, and I use it myself, but sometimes they give bad parts out.
