There Is Likely A Dead connection Between The Part That Receives The Press Of The Button - Or Something Dead On The Board That Won't Allow That Communication To Happen

What is the cost, better to get it fix or buy a new one

It would certainly be better to look into a fix, as it's quite a simple swap out that most any computer repair shop can do, and it saves putting out $400+ for a new laptop
As for cost, I'm not sure - that depends on the shop/person you take it to
