Why is my pc not switching on after cmos reset.

My acer started up before and went to bios start up, i needed to access bios settings but did not know password, as the result i opted to reset the cmos battery. Now all put together again, it does not want to start up, the orange light shows that it is charging, but when i go to switch it on the blue light comes on, there is no display and then the blue light switches off after 7sec.

I have tried starting my acer up without the battery and just the power cord. I have gotten all the static out. I have done literally everything that i know to do, but nothing works. Please help, i am desperate.
