As mentioned above it seems as though there's a problem with the HDMI controller on the "A" board in the TV.
You could try performing a ''self check'' procedure as described on p.13 of the [document|32242] and see whether it shows a problem with the HDMI-switch or not.

If it does replacing the HDMI switch (IC4700) is not really a DIY repair as it is a multi pin IC [https://www.amazon.com/Panasonic-C1AB00003469-Ic/dp/B01GSJVWE4|IC] (example only to show part)

You could try replacing the A board (check on the board if it is marked TNP8EA114 9A TXN/A20NYUBM or similar) and then search online using the number to find suppliers. A quick search using the aforementioned A board number, showed that they're not that expensive.
The manual shows where it is located - see p.10.
''***Be safety aware*** if you decide to replace the A board. Disconnect the power to the TV before removing the back cover from the TV and do not connect it again until the board has been replaced and the cover put back on again.''
