Disk utility resize partition

I have a mbp early 2015 and I have a 480GB SSD. 60 gigs are BootCamp and I want to make a new partition between the two. However, when I try to partition the APFS container I get a 'This container can’t be split, because the resulting containers would be too small.' I don't want to make a new container, I want a NTFS partition to format and extend bootcamp.
