Shut down your laptop. Unplug the power cord and remove the battery. Proceed by holding down the power button for approximately 30 seconds. After 30 seconds insert the battery. Plug in the power cord and start up as normal.

Multiple issues with my keyboard exist such as, double tapping instead of once, some keys were totally non-responsive, keys lagged, and delayed response.

Go to your laptop's control panel. Proceed to region and language. A window will appear. Click keyboards and languages tab. Click change keyboards button. Another window will appear. Select default input language, under installed services there will be some added keyboards. Remove all keyboards. Add a new one as English. Reboot system and keyboard should be working.
